Is the Optiplex 990 a small form factor?

It is a OptiPlex 990 Small Form Factor. We have not replaced any of the batteries as they are retaining bios info after being unplugged. We were unaware that is a standard thing to do. On the lights on the front of the case, the 1 & 3 light are on, power light is normal.
